Dear Community,
September has been busy . . . and inspiring!
We started off September with Nonprofits and Housing: What To Know and What To Do, an educational session on housing elements and how you can advocate for more affordable housing and better outreach as cities develop their long-term housing plans. With our partners, Thrive has created a sign-on letter that we will be sending to City Councils. See below for more information and to sign on.
Throughout September, we have been conducting and supporting our partners as they do voter outreach. Please contact us if you need any support or materials for voter outreach! We have also been hosting candidate forums. Catch the recordings in English and Spanish on our candidate forum page!
We are so excited that the first ever Climate Summit for San Mateo County is happening next week, after a year of planning! There are a few spaces left for in-person and lots of space available to join us via Zoom in English and Spanish. Building a Collective Commitment To Ensure Climate Adaptation and Equity
In partnership with other nonprofits, Thrive has hosted a series of candidate forums to elevate the most pressing issues of nonprofits and their communities in San Mateo County. Join us for our last one of the season: Board of Supervisors District 3 (In Person): TODAY, September 27, 5:30 - 7:00 pm (Co-sponsored with Choose Children.)

In the first half of this meeting, we will receive updates from the County Elections Office. Then we will hear from Jack Mahoney, Director for Movement and Power-Building at Silicon Valley Community Foundation (SVCF) who will review the guidelines for November 2022 Outreach Grant from the Elections Office & SVCF.
This event is in person. We will provide a zoom link for those unable to attend, but participation will be limited. The Sobrato Community Conference Center in Redwood Shores requires masks for all guests.
Ballot Initiatives Pros and Cons Presented by San Mateo County Leagues of Women Voters

Join Thrive and the two Leagues of Women Voters (LWV) of San Mateo County at this event as the LWV presents a non-partisan breakdown of each ballot initiative on the November General Election ballot.
You will learn:
The intent of each initiative
What does a “yes” vote means; what a “no” vote means
Supporting and opposing arguments
How the proposition is funded and its budget impact
Organizations that support and oppose the proposition
Thrive's Election Education Toolkit aims to amplify and strengthen voter outreach and education in traditionally less engaged communities by addressing the lack of knowledge about the process. Give this toolkit to leaders in your community for informal voter education. The toolkit is sponsored by The Grove Foundation, Atkinson Foundation, and Silicon Valley Community Foundation. Add Your Name to Thrive Alliance's Housing Element Sign-On Letter
In response to the ongoing housing crisis, the California legislature has passed new laws changing housing elements from local plans for new housing into “a contract with the state.” Jurisdictions are required to acknowledge unmet housing needs within their community, identify the governmental constraints that are causing those needs to go unmet, and implement new policies that remove these constraints and spur affordable housing development.
Regardless of how far along your jurisdiction is in the housing element process, there is still time to solicit feedback and implement recommendations from your housing element. Please take a moment to review and sign Thrive's Housing Element Sign-on Letter. Taking these steps will ensure that your jurisdiction's housing element complies with state law and that all members of our community have access to quality, affordable homes.
The budget proposal includes $134.4 million in American Rescue Plan Act of 2021 (ARPA) funds to help communities most impacted by the pandemic. The budget also contains $185.7 million to boost the County’s efforts to effectively end homelessness by increasing support services to prevent homelessness and building permanent, affordable housing.
Mike Callagy presented the “September Revisions” budget proposal to the Board of Supervisors TODAY, Tuesday, Sept. 27, 2022.
Ending Homelessness: County Seeks Innovative Ideas
On September 14, the San Mateo County Board of Supervisors set up a $2 million fund to kick-start transformational programs to end homelessness, with a focus on assisting unsheltered residents through city/town collaborations with nonprofit partners. Read more in the official press release.
County Awarded $340,000 to Help Foster Youth With Housing Costs
The Board of Supervisors voted unanimously to establish an Ad Hoc Committee to research and report on potential civilian oversight for the San Mateo County Sheriff’s Office and to work with staff to design and help implement a community engagement process.
State Bills Signed by the Governor!
Below are a few highlights of bills that the Governor signed. He has until the end of this month to sign bills into law for this session. CalMatters tracked the following bills.
AB 1279 codifies California’s commitment to reach carbon neutrality by 2045.
SB 1020 sets interim targets for generating clean energy.
AB 1757 requires the state to set targets for removing planet-warming carbon from the atmosphere with nature-based methods, such as planting trees, restoring wetlands, and scaling up public landscaping and urban forestry projects.
AB 2097 ends parking mandates for new housing and businesses located within a half-mile of a public transit stop. Read more here.
SB 905 directs the California Air Resources Board to develop a program and set regulations for carbon capture, utilization, and storage projects at polluting industries, such as oil refineries.
SB 1338 creates a court framework in every county to compel people with serious mental illness, many of whom are homeless, into housing and medical treatment. Read more about CARE Courts here.
