COVID-19 Updates
In Case You Missed It
Dear Thrive Community,
At the beginning of all our staff meetings, we do a team-building exercise. This past week, we talked about what we learned from last year. I would sum it up as expect the unexpected.
Below are a few recent happenings that we did not expect:
Politics: Redistricting
We did not expect that the independent California Redistricting Commission would make such large changes to our state and national districts. Also, after building a strong coalition, we did not expect the BOS to choose the minimal change map. These new districts will be in effect for our elections for the next ten years starting with the June primaries. Health: COVID
We thought we would be spending the beginning of this year slowly getting back to in-person events, and winding down all the outreach we have been doing ourselves in addition to the support we provide to other nonprofits that are contracted with the county to do outreach for COVID-19. But with Omicron, we are instead updating our messages and trying to keep our communities safe! Nature: Volcanoes
This weekend, the underwater volcanic eruption of Hunga Tonga-Hunga Haʻapai created a tsunami and ash cloud that seriously affected Tonga. 13,000 Tongans live in San Mateo County, the largest expatriate population of Tongans and around 10% of the Tongan population. We are keeping our Tongan friends and their families in our thoughts. A Go Fund Me fundraiser has been set up for Tongan relief by Pita Taufatofua, the flag bearer for Tonga in the 2016 Olympics.

Children & Education Thrive Action Group (TAG) Peer Learning Series
ARPA and State Funding
Wed, January 19, 3:00 - 4:30 pm
With so many new funding opportunities for Extended Learning, the education community has a number of questions: what is coming, how does one access this funding, what are the gaps, and where are opportunities for collaboration?
Join us TOMORROW for an informational session, conversation, and brief Q & A around funding. The County will update us on ARPA funding, and Karin K. Huber-Levy (she/her/hers), Commissioner, San Mateo County Juvenile Justice & Delinquency Prevention Commission will present an overview of their research on specifics of after-school programs in the County and potential funding, with an emphasis on underserved populations.
We are facing the biggest surge in COVID-19 cases yet, and there are many questions about how to handle this in the nonprofit workplace. Nonprofit leaders face confusion regarding ever-changing health guidelines, difficulty with consistent access to PPP and testing, and challenges with service delivery. Come to a brief informational session, Q & A, and some peer sharing on strategies for how to manage through this latest COVID-19 surge in the nonprofit workplace.
We will be joined by Dr. Curtis Chan, SMC Deputy Health Officer, who will provide updates on the current Omicron surge, Erin Montgomery, Chief Operating Officer at AbilityPath, and Gregory Gonzalez, Operations Manager at AbilityPath, who will talk about their plans, processes, and learnings on how to manage during this new surge.
Join Thrive to learn more on addressing climate change through the Buildings & Energy sector within San Mateo County. We will discuss what organizations and coalitions currently exist and are implementing around electrifying buildings, upgrading appliances, providing clean energy, and much more!
In the last meetings of 2021, Thrive's Environment & Sustainability group focused on creating systems based on the groups' priorities, including potential collaboration. Our December meeting defined our themes and goals for the future.
Based on the results of our series on Collective Climate Goals, the next two TAG meetings will focus on two themes: Energy & Buildings and Transportation. Join Thrive to engage existing coalitions and organizations focused on these themes. January’s meeting will discuss Energy Efficient Homes & Net-Zero Buildings.
In addition, Thrive is currently working with local community-based organizations to create an Environmental/Climate Justice Coalition for San Mateo County. The purpose of this coalition is to increase collaboration and support as well as provide visibility and funding for this effort.
New County Maps & New Districts
Congressional Districts
The new districts that will be used for the next 10 years have been released by the Citizens Redistricting Commission, and they include significant changes. The maps below explain the changes that will affect San Mateo County on local, state, and national levels. Many cities have also recently adopted by-district elections.
The primary election will be on Tuesday, June 7, and the deadline to enter the race is in March. The top two vote-getters will move on to November's general election. This final election will decide who will be in that seat for that specific district.

New Congressional District Splits San Mateo County
Our new congressional district map includes large changes for San Mateo County (SMC). This map splits the county into eastern and western halves. The eastern portion of the Peninsula will now be grouped as a congressional district from Daly City to Redwood City, including East Palo Alto. The coastal side will stretch from Pacifica to Pescadero, inland to Palo Alto and Mountain View, and downward towards Los Gatos and parts of San Jose.

Mid-Peninsula's New State Senate District 13
Sen. Josh Becker's District 13 will change slightly after the June primary elections. Regions such as south of Daly City and northern Santa Clara County will stay intact. Considerable changes are happening in the southeastern part of the Senate district. This district will now include Cupertino, Saratoga, Campbell, and Los Gatos cities. Read more here.

The Citizens Redistricting Commission, which is redrawing the lines of political districts, has put Assemblymen Marc Berman, D-Menlo Park, and Evan Low, D-Campbell, into the same district for next year’s election.

SMC's Board of Supervisors Approve New District Lines
San Mateo County's Board of Supervisors approved the map above on Tue, Dec 7, 2021. Although the map has only minor changes, the Board of Supervisors will be changing significantly over the next two elections as the current board is prevented from running because of term limits. Supervisor Groom and Supervisor Horsely will term out in 2022. Supervisor Pine and Supervisor Slocum will term out in 2024.

Most Children and All Teens Can Get COVID-19 Vaccines
Some immunocompromised children, ages 5-11 years old, are recommended an additional dose of the Pfizer-BioNTech COVID-19 vaccine to complete the primary series – a total of three doses. View media statement | Spanish media statement.
