The map aims to build awareness of the organizational landscape in San Mateo County, facilitate cross-sector and cross-disciplinary partnerships, and identify service gaps.

End of the Legislative Session: What Passed?
With the Legislative Process now concluded, here's a summary of bills sponsored by our legislators, including those that Governor Newsom has signed into law and those he vetoed.
AB1633: Promotes climate-friendly infill housing in the most location-efficient areas by ending “more study” requirements once legally sufficient environmental review has been conducted
AB1030: Accessory dwelling units: local ordinances: separate sale or conveyance.
AB932: Accessory dwelling units: Accessory Dwelling Unit Program: reports.
AB850: Homeless Housing, Assistance, and Prevention program: round 4 funds.
AB 1420: Allows the Department of Justice to inspect and cite firearm-related violations.

CalNonprofits Update: Nonprofit-Government Contracts Will Now Include Advance Payments!
Governor Newsom signed AB 590 into law, allowing advance payments for nonprofits with state grants and contracts in response to legislative solid and stakeholder support. The California Nonprofit Contracting Coalition introduced the California Nonprofit Equity Initiative with seven bills, including AB 590, to improve state government contracting with nonprofits, increasing their access and partnership potential. Unfortunately, the Governor vetoed SB 557, which aimed to address payment inequities. The Coalition remains committed to advancing equity in state contracting and building nonprofit influence.
Nonprofits dependent on government contracts and foundation grants urgently seek fairer overhead rates. While two bills related to overhead, jointly proposed by CalNonprofits and the CA Nonprofit Contracting Coalition, didn't pass this year, there's hope in the Biden Administration's Office of Management and Budget (OMB). The OMB is currently receiving public comments until Saturday, December 4 for proposed changes that could greatly benefit nonprofits.

Poverty Is Rising in California
California Budget & Policy Centerhighlights the increasing poverty rates in California and discusses potential policy actions to address this issue. It underscores the importance of investments in affordable housing, strengthening safety net programs, and raising the minimum wage to help struggling Californians. Policymakers are urged to prioritize these measures to combat rising poverty in the state.
County Policy Updates
Minimum Wage Rises to $17.06 an Hour in Unincorporated San Mateo County
Effective January 1, 2024, the minimum wage in unincorporated areas of San Mateo County will automatically increase to $17.06 per hour. This applies to all employees who work at least two hours per week, with only a few exceptions. Employers of any size are required to pay their workers at least $17.06 for all hours worked within the unincorporated boundaries of San Mateo County, surpassing the state's minimum wage by $1.06 per hour, which is set to reach $16 per hour on the same date.
Measure K Recommendations
🏘️ The San Mateo County Board of Supervisors shared the findings of their Measure K listening sessions in this report, realigning Measure K sales tax allocations $108 million in revenue is expected in the 2023-2024 fiscal year. $42.7 million will be available for allocation in the FY 2024-2025, with at least 40% directed toward housing and homelessness programs.
Sheriff's Office Oversight Committee
The Coalition for a Safer San Mateo County advocated for independent civilian oversight of the Sheriff's Office to ensure transparency and accountability, following a nationwide recommendation by President Obama's Task Force on 21st Century Policing. At the Board of Supervisors meeting, the BOS established a civilian advisory group, formed a Public Safety and Justice committee in the likeness of the previous Criminal Justice Committee affiliated with the Board, and will employ an Inspector General when necessary. The Board emphasized its desire to maintain subpoena authority, with no current discussion on funding methods for these entities. This matter will be reintroduced to the Board later this year as an action item.
The Board of Supervisors heard from a group of farmworkers who belong to a group called "Del Campo al Cambio," which is supported by our partner organization, Puente de la Costa Sur. This group is a grassroots community initiative to address the unmet needs of underserved populations on the South Coast. During the meeting, farmworkers advocated for basic needs such as affordable housing, clean drinking water, and accessible health care. Recap of Healthy Democracy: Voter Engagement Brainstorm
Thrive convened San Mateo County nonprofits and partners at our Voter Engagement Brainstorm. We shared important information regarding upcoming funding opportunities. One of the opportunities we discussed is the Thrive Toolkit Cohort. This group will receive election information marketing materials branded with their organization and may receive a stipend to disseminate information.
At the Climate Summit for San Mateo County on October 11, Thrive RISE's Director, Ana Miscolta, discussed strategic collaboration and the many partnerships the COAD has facilitated during its first year of operation. During the panel Strategic Collaboration and Mapping Resources for Resilience, Ana presented on the COAD's newly developed Community and Disaster Services Map, which helps local organizations identify potential partners and collaborators by sector.

Recap of the Second Annual Climate Summit for San Mateo County Adaptation and Equity: Building Power for Community Resilience
The second annual Climate Summit for San Mateo County, themed "Building Power for Community Resilience," was a resounding success. Co-hosted by Nuestra Casa, Climate Resilient Communities, Rise South City, and various sponsors, the event gathered over 300 stakeholders from diverse sectors to address climate change and environmental justice in South San Francisco on October 11, 2023.
When speaking to the San Mateo Daily Journal, Senator Josh Becker described the Summit as follows: "The Climate Summit for San Mateo County was an amazing convening of the climate efforts that are taking place locally and regionally. Kudos to Thrive Alliance for allowing organizations to collaborate on our communities' climate challenges. I particularly appreciated the recognition of the issues facing our disadvantaged communities, and I am grateful for the proposed solutions for every part of my district." This quote underscores the Summit's achievement in amplifying community voices and ensuring that elected officials accurately represent the community's needs, providing valuable input to address community resiliency in the face of environmental catastrophes.

We aim to unite local nonprofit and government partners and foster renewed commitment and collaborative efforts to enhance community outcomes, particularly for our most impacted communities. We'll take tangible steps toward forging a more racially just and equitable community with fellow nonprofit leaders and cross-sector allies. Together, we aspire to build momentum toward a more inclusive democracy with race and equity at the heart of all our actions.

Build for the Future: Federal Funding Navigator Training

Learn how to access federal funds with HUD's new Federal Funding Navigator called Build for the Future, which is a compilation of resources totaling billions of dollars in federal funding and tax credits from the Inflation Reduction Act. "As a part of President Biden's Investing in America agenda, potentially eligible entities can sort funding resources based on audience, activity, funding type, location, and other items. The Funding Navigator helps HUD program participants maximize the utilization of IRA and BIL resources for carbon reduction and climate resilience efforts" (HUD press release, September 21, 2023).

United Against Hate Week is a call for local civic action to stop the hate and implicit biases that are a dangerous threat to the safety and civility of our neighborhoods, towns, and cities. United Against Hate Week emerged from a United Against Hate poster campaign created by Bay Area Cities in response to white supremacist rallies in Berkeley and San Francisco in 2017.
